The most common stumbling points on this problem were parts b) and c), which requred the selectoin of an appropriate free body followed by the application of the equations of statics.



Although the problem did not list Iy for the given section, it did list ry, which is sufficient to calculate the allowable buckling stress.
The following is an extremely clear solution explaining the steps and logic.


a)
The key point is that the moment strength of a reinforced concrete beam depends on two factors: the strength of the concrete, and the strength of the steel. The strength of the beam is determined by the weaker of these two, and it is much better to have the steel be weaker, since this leads much more ductile failure. The following answer, though not perfect, hits the main point on each part.

Crack control and deflection control are the major benefits. Prestressing does not make a beam stronger.
