Reviving a stream: 'Daylighting' easement would be first for Staunton
Raise streams from the deep and Staunton will be less likely to flood, urban planners have told the city's leaders.
In the coming months, city council will decide whether to hold its first conservation easements as a means for turning an underground culvert back into an above-ground stream.
Dr. David Morgan, the property owner who asked for the easement, had been exploring options for what to do with the lots on North Central Avenue that he purchased seven years ago. They are adjacent to his mother's home, and he just wanted control over what happened to the business property, home to a building for an old garage and another for a former dry cleaning business.
Two years ago, he came across an idea that appealed to him: Turn the property back into a stream.
