Richard Collins, Professor and Director, Institute for Environmental Negotiation. Professor Richard C. Collins, AICP, is Lawrence Lewis, Jr. Professor of Architecture and Planning and Director of the Institute for Environmental Negotiation, which he founded in 1981. The Institute for Environmental Negotiation has been a leader and pioneer in the field of environmental mediation. Dr. Collins has written numerous articles in the broad field of urban and environmental planning and policy as well as on aspects of environmental decision-making and conflict resolution. He has worked with a variety of federal agencies, and in Virginia he has been involved with the state Water Control Board, the Department of Health, the Department of Waste Management, the Council on the Environment, and the Chesapeake Bay Commission, among others. Current projects include developing a blue crab management strategy for the states of Maryland and Virginia and the relicensing of Roanoke Rapids and Gaston dams for hydropower use while protecting environmental values. Dr. Collins has a degree from the University of Wisconsin, LaCrosse, and a Ph.D. from the University of Colorado in political science and public administration. He was formerly on the staff at the Federal Executive Institute, the University of Oregon, the Executive Seminar Center at U.C. Berkeley, and Seattle University. He teaches legal aspects of planning and planning theory.
