This segment of Pennsylvania Avenue was considered by L’Enfant as the eastern entry to the city after crossing the Anacostia River on what is now the John Philip Sousa Bridge. . His original plan shows a square at what is now Potomac Circle and another at the Eastern Market Metro Station neither of which materialized. This segment is in transition from pedestrian oriented  neighborhood uses to car oriented commercial uses. The low rise, party-wall buildings from all eras border on wide sidewalks with street trees and on street parking. 

A number of integral characteristics describe the streetscape of Pennsylvania Avenue.   Between the Anacostia  River and 9th Street, SE Pennsylvania Avenue projects a neighborhood scale and feel through the dominant form of rowhouse construction, creating the sense of a Victorian boulevard.  On street parking, street trees, deep sidewalks, and the wide, green median, serve to connect the dramatically different segments of the Avenue between 9th  Street and the Anacostia River.
