This segment of Pennsylvania leads to the Capitol precinct ending at the back of the Library of Congress on First Street. It intersects one of the original L’Enfant squares, Seward Square named after President Lincoln’s Secretary of State. The avenue divides the square rendering it an incoherent space surrounded by 19th century rowhouses. This segment is almost exclusively commercial with a density gradient approaching the Capitol. New trees have been planted in the wide median along the entire eastern segment. The most dramatic change in the last century has been the construction of the Adams Building of the Library of Congress at First Street.
