These blocks provide a distinct break from the character of the previous block. Multi-story buildings dominate the northern side, while two- and three-story buildings serving local commercial uses occupy the southern side. A consistent building setback
provides spatial definition to this section of the Avenue. The 1904 Sanborn map indicates that the 2nd to 3rd Street block contained a soda water manufacturing building on the northern side, the Norfolk Hotel on the south side, and numerous row ho
uses in between. The 3rd to 4th Streets block contains two- and three-story mixed use row houses on both sides of the Avenue, which is consistent with the building footprints from 1904.
