This block is anchored by the Thurgood Marshall Federal Judiciary Building, which is sited on the north side of Massachusetts Avenue. The Thurgood Marshall Federal Judiciary Building was built in 1992 by Michael Barratt of Edward Larrabee Barnes a
nd completes Daniel Burnham’s vision for a composition of three buildings around Union Plaza. On the south side of the block, a surface parking lot and small, one-story nursery school provide contrast to the government building’s expanse. The 1904 Sanb
orn Insurance maps reveal the contrast between the block’s historical and contemporary uses. Although plans for the construction of Union Station and proposals for new streets are noted on the map, low scale row houses dominated the block.
