Upon crossing over the 11th Street Bridge, a public park and two suburban style residences characterize the 1000 block. The Cato Institute, which was built by Hellmuth, Obata, and Kassabaum in 1993, dominates the southern side of the Avenue. The building’s plan and façade are composed of a grid system that responds in a contemporary way to the gridded streets of the L’Enfant Plan.

The 900 block of Massachusetts Avenue features an array of structural variety and uses. The Henley Hotel, a public works facility, and an office building occupy the northern side of the Avenue. A large multi-congregational church dominates the so uth side of the block and features two grand entrances, one that is oriented toward Massachusetts Avenue, the other toward Mount Vernon Square.
